As the commissioner, you have the ability to place players on IR and active them from IR for any team. You can do this for the current week, or for any past week. This is useful if you have owners who do not have web access, and you want to enter the IR moves for them. This is also useful for correcting any mistakes that where made in previous weeks in activating or placing players on IR. Players on IR do not count against the total roster limit, and don't count against the total position counts.
