For any listed transaction, you can modify the cost of the transaction for any team you wish. Just click on the "Change Cost" button next to the cost you wish to change. This is useful if you wish to modify the default cost of a transaction. For example, if your league requires two teams who want the same player to bid on that player, the commissioner can then enter the amount of the winning bid after he approves the transactions for the winner bidder. Another example would be if two teams made a trade and part of the trade involved one bidder paying the other owners cost of the trade.
